What are the New ULURPs for Housing in NYC?

A one-pager explaining the new review tracks for housing rezonings approved in the 2025 general election.

Remember the ballot proposals in the 2025 general election? The ones about shorter review procedures for certain types of rezonings, instead of ULURP?

ULURP is a public review process for new developments that need zoning changes. Starting in 2026, most residential rezonings that previously would have gone through ULURP will instead go through one of the four new review tracks:

  • Fast Track Zoning Actions
  • Affordable Housing Fast Track
  • ELURP Track
  • ULURP with Appeals Board Track

The Association for Neighborhood & Housing Development (ANHD) collaborated with CUP and designer Eve Wallack to create What are the New ULURPs for Housing in NYC, a one-pager to explain the new review tracks.
